The resistance buys fuel. Fuel stations, fuel trucks and the Fuel Depot each work in a different way. This page covers all three.
Refuelling a vehicle at a fuel pump or a static fuel tank costs money. The cost applies to every litre actually delivered, taken while the fuel flows. The Refuel action shows the rate next to the tank reading, for example ($1/L). That rate is a difficulty setting, shown in the table below. A server can also set it to zero, so fuel costs nothing anywhere.
If you cannot cover the next moment of flow, the Refuel action turns grey. It then reads that you cannot afford fuel there. If your money runs out while fuel is already flowing, the flow stops at once. Every litre already delivered stays in the tank, and you get one notice. This can leave a few dollars unspendable, because refuelling only starts when you can pay for a whole moment of flow.

Vehicles and the Fuel Depot also carry a Fill Tank action. It is a five-second hold that fills the tank you stand at in one go. It shows the exact price before you start. If you cannot afford a full tank, it sells you as much fuel as your money buys, rather than refusing the fill.
A fuel truck can top up a vehicle for free, and so can a jerrycan. The cost falls on filling the truck or the jerrycan in the first place: a pump charges the usual rate for that. Fuel already carried in a truck counts as paid for, so passing it on costs nothing more.
The resistance can build a Fuel Depot at a base it holds. The depot stores 10,000 litres, two full truck loads. It starts empty and holds no fuel to give out until someone fills it. Park a fuel truck alongside the depot and drain the truck into it, using the depot's own actions.
Once the depot holds fuel, it refuels vehicles parked beside it for free. The campaign save keeps whatever fuel is left in the depot, so a filled depot stays filled the next time you load.
